گزارش خبرنگار اقتصادی ایرنا به نقل از پایگاه اطلاع رسانی آزمایشگاه فنی ومكانیك خاك در روز پنجشنبه حاكی است، 'كامران رحیم اف' افزود: چنانچه تغییر وضعیت ماهیتی شركت آزمایشگاه فنی و مكانیك خاك صورت گیرد، در كشور شاهد تحول عظیمی در امر كنترل كیفی خواهیم بود.

وی در جمع مدیران شركت آزمایشگاه فنی ومكانیك خاك افزود: اساسنامه نوشته شده شركت در دستور كار هیات دولت قرارگرفته است كه در این اساسنامه نیز تغییر ماهیتی منظور شده و در واقع ساختار و پوسته آن حفظ خواهد شد.

به گفته رحیم اف، با توجه به جلسات برگزار شده معاونین وزیر راه و شهرسازی نتیجه بدست آمده، لایحه ای به نام لایحه تلقیح وظایف و اختیارات وزارت راه شهر سازی است.

وی افزود: این لایحه در واقع تكلیف مجلس شورای اسلامی به هیات وزیران است كه پس از ادغام وزارت راه و شهرسازی مقرر شده است، ظرف مدت معینی لایحه را تلقیح نموده و شرح وظایف جدید وزارت راه و شهرسازی را به مجلس ارائه كند.

رحیم اف گفت: این لایحه آماده شده است، كارهای داخلی نیز انجام شده و معاونت توسعه ریاست جمهوری نیز آن را مصوب كرده و اكنون برای تصویب نهائی در اختیار كمیسیون لوایح دولت قرار دارد كه بعد از تصویب در دولت به مجلس شورای اسلامی ارسال خواهد شد.

وی اضافه كرد: براساس مفاد این لایحه، شرح وظایف جدید وزارت راه و شهر سازی مشخص شده و ماده 14 آن مربوط به شركت آزمایشگاه فنی ومكانیك خاك است.

در این لایحه آمده است؛ شركت آزمایشگاه فنی ومكانیك خاك زیر نظر وزارت راه و شهرسازی فعالیت می كند و به نام سازمان كنترل كیفی آزمایشگاه های فنی و مكانیك خاك تغییر می یابد.

براساس این لایحه، وظیفه آزمایشگاه تلفیقی است از وظایف حاكمیتی و وظایف تصدی گری و یكی از وظایف آن كنترل كیفی پروژه های عمرانی به خصوص در حین اجراء است.

رحیم اف در خصوص چارت سازمانی جدید گفت: با توجه به لایحه تلقیح و جلسات متعدد كه با معاونین وزارت راه و شهرسازی برگزار شد، در چارت جدید آزمایشگاه سه معاونت شامل دو معاونت تخصصی و یك معاونت عمومی در نظر گرفته شده است.

وی خاطرنشان ساخت: چنانچه چارت جدید مورد تصویب قرار گیرد، رئیس هیات مدیره شركت آزمایشگاه فنی و مكانیك خاك علاوه بر دارا بودن عنوان هیات عامل در جایگاه یكی از معاونین جدید وزارت راه و شهرسازی منصوب خواهد شد.

رحیم اف در خصوص اخذ ردیف بودجه از دولت نیز گفت: با توجه به پیگیری های به عمل آمده توسط مدیران ستادی و استانی و با تعاملات با نمایندگان مجلس شورای اسلامی توانستیم در جهت حاكمیتی شدن یك ردیف بودجه اخذ نمائیم.

وی افزود: به منظور اعمال حاكمیت كنترل پروژه های عمرانی آزمایشگاه فنی ومكانیك خاك 200 میلیارد ریال برای سال اول اجرایی كار به آزمایشگاه فنی و مكانیك خاك تخصیص داده شده و امید است از آن به عنوان ارتقاء سطح كیفی پروژه ها مورد استفاده واقع شود.

مدیر عامل شركت آزمایشگاه فنی و مكانیك خاك در پایان گفت: در كنار كارها ی در دست اقدام باید به دو مقوله نظارت بر آزمایشگاه های غیر دولتی و عضویت در كمیسیون تحویل پروژه های عمرانی نیز دقت كرد و از آن به عنوان كارهای جدید بهره برداری شود.
